I HAVE received your despatch No. 544 of the 21st November, 1907, forwarding a Report by the Acting Commercial Attaché to His Majesty's Legation on the principal centres of trade in Manchuria.
I request that you will thank Sir A. Hosie for his most interesting Report.
As regards the first point to which you make special reference, you are authorized to join your American colleague in taking such steps as you and he may deem advisable to secure a modification of the Japanese proposal respecting the projected railway bridge across the Yalu River, provided His Majesty's Consul at Antung concurs in the views expressed by the American Vice-Consul at that port.
It might, however, be advisable to mention the matter to the Japanese Minister with a view to inducing him to lay the matter before the Japanese Government, and to represent the injury which must be caused to trade if the construction of the bridge be carried out as now proposed.
In accordance with your request I inclose a few printed copies of the Report for such confidential distribution as you may consider desirable.
